OpenAI launched ads inside ChatGPT in February with a reported $200,000 minimum buy and a $2.5 billion revenue target for the year. Six months later, research firm eMarketer estimates it's on pace to miss its own five-year forecast by roughly 90%. In today's short read, we explain why a failing ad product inside a chatbot is likely to reshape the ad platforms you actually use.

The Rollout Has Underdelivered

The product explains most of it. Targeting is essentially contextual: you tell the platform what kinds of conversations you'd like to appear in. No audience segments. No behavioral profiles. No data marketplace.

Measurement launched thin and has been bolted on since through outside partners, with no published benchmarks by vertical—so nobody can say whether their results are good, bad, or average. And OpenAI's minimum reportedly went from $200,000 in February to $50,000 by April to no enterprise minimum at all on May 5. Eighty-six days. Platforms turning away demand don't do that.

Google Is Running The Opposite Play

Google sells almost no ads inside Gemini. The chatbot stays clean. Instead it monetizes AI Overviews and AI Mode—inside Search, where advertisers already have mature targeting, real attribution, and one familiar dashboard.

So far this strategy is working. Google's search ad revenue hit $63.3 billion last quarter, up 17%, a full year into the AI answers era. Every prediction that AI answers would hollow out Google's ad machine has so far been wrong.

But buried in Google's earnings report is an interesting nugget. Google Network—the business that places Google's ads on everyone else's websites—shrank about 1%. Owned surfaces up 17%. Open web down. Same company, opposite directions.

That's a big tell. Google can keep Gemini ad-free because Search pays the bills. OpenAI has no search business subsidizing anything, so it has to monetize the chat window itself—the one surface where people are least willing to tolerate an ad. Google put its ads where users already expect commerce. OpenAI put its ads where users came to think. Gemini probably won't stay clean forever, but the sequencing tells you who is monetizing from strength and who is monetizing from need.

Meanwhile, The Open Web Is Draining

That Network number is not an accounting quirk. Page views from Google Search to publishers fell 34% in a single year, per Chartbeat, and small publishers have lost 60% of their search referrals over two years. Chatbot referrals grew more than 200%—but still account for less than 1% of publisher traffic. That's not a replacement. That's a rounding error.

The decline isn't evenly distributed, though. The sites losing traffic are the ones people found by asking Google a question. That is not how anyone gets to their morning news in Washington or state capitals.

But Your Targets Are The Exception

Here's the critical news about the news, specific to our world: policy audiences did not stop reading.

A May survey of Washington insiders found half consume more than three hours of news and policy content daily—41% of those aged 18-35 consume five or more. Half said podcasts now rival traditional media in influence.

Three channels get more valuable for public affairs, not less:

🔱 Policy news sites. The Beltway dailies and industry trades don't live on search referrals. Their audience arrives by habit, by newsletter, and by name—which is why their traffic isn't evaporating the way general-interest publishers' is.

🔱 Connected TV. CTV reaches your targets person-by-person, on the big screen, in non-skippable formats—often the only place to catch an elected official consuming news.

🔱 Programmatic audio. Audio buys attention during the commute and the walk between buildings—time no chatbot competes for.

Watch What The Labs Buy Next

If the chat window can't carry the revenue, the inventory has to come from somewhere else. OpenAI is currently renting its ad infrastructure, with DSP partnerships including Criteo, Smartly, and StackAdapt. Digiday reported in March that the company is building the stack it's borrowing. That's the Netflix and Walmart playbook: partner to launch, then bring it in-house.

Buying beats building. The Trade Desk—the largest independent DSP—has traded down roughly 85% from its 2025 peak. Two CFOs left in under two months. Analysts are now openly handicapping who might buy it.

StackAdapt is also likely to be a target—aprivate company that's already an OpenAI ad partner, meaning OpenAI has seen the inside of the business.

Keep an eye here on Anthropic. Its February pledge—no sponsored links, no advertiser influence on responses—is a promise about the product surface, not the business. The privacy policy says it doesn't "sell" data as the law defines that term, which is a compliance statement rather than a vow, and it already shares user data for targeted ads promoting its own products. "No ads in Claude" was never "no ad business."

What This Means For Public Affairs

The public affairs category ban is a risk for many DSPs. OpenAI's advertising policy, updated August 10, bans public affairs advertising in unusually broad terms. Here's OpenAI's exact ban:

Ads that advocate for or against political actors, elections, public policy, or contested social issues are currently disallowed. This includes advertising related to elections or electoral participation (e.g., support for or opposition to a candidate, political party, referendum, or encouragement or discouragement of voting); advocacy connected to public officials or government action (e.g., immigration enforcement, taxes, climate policy, or other legislative or regulatory matters); and advertising that frames contested social issues as matters of public controversy or political debate.

If a lab buys your DSP, that policy will almost certainly travel with the acquisition. Independent DSPs run public affairs advertising because it's good business. Frontier labs avoid political controversy because it's existential.

One Way To Operationalize This Email

🔱 There's one punch line here for public affairs practitioners: if your advertising ecosystem is built around one DSP, you are exposed. The digital advertising industry is witnessing its greatest upheaval since its inception. If you don't have backup options, you could wake up one morning shut out completely from communicating with your targets.
