Bryan has served two U.S. Presidents and has over 30 years of experience in public affairs and campaigns. He started in politics as a fundraiser and grassroots organizer for Clinton/Gore ’96, where he was the campaign’s youngest employee. He went on to form a successful fundraising group that helped congressional and local candidates win competitive races.
From 2007-2008, Bryan was a member of Obama For America’s National Fundraising Committee. He later served in the Obama Administration as Senior Counsel at the U.S. Department of Energy where he worked on climate change legislation and implementing a $90 billion dollar clean technology package.
Bryan’s public affairs experience has included running the solar industry’s advocacy across the country. During this time, the industry saw record expansions that were enabled by dozens of regulatory and legislative wins across the federal government and 47 states. A leading political journalist wrote that under his leadership the industry’s “mastery of guerrilla tactics is awe-inspiring.” Fortune profiled how he is “radically changing” political advocacy through technology.
He was the principal political strategist behind Proposition 36, the historic ballot measure in California that passed in 2024 with over 70% percent of the vote, which is transforming California’s homelessness and fentanyl crises.
Bryan is a double graduate of The George Washington University in Washington, D.C., where he received his B.A. in political science and his J.D.
He lives outside of San Francisco with his wife and two rescue dogs. When he’s not working, you’ll find him spending time with his two twenty-something daughters, snowboarding, or hanging out in wine country with his wife.
Mathews is an adept navigator of the beltway political and industry landscape, with the chops of a political operative and the savvy to understand how complex businesses are built and managed. He has extensive campaign experience at all levels, including four presidential campaigns, three national conventions, and a Prime Minister’s campaign in Albania. When he's not working, Mat spends his time with his three little girls in a house with plenty of pink. Ask him how many pink items of clothing he has.
Juan is a bilingual border baby with a talent for getting things done. For Neptune Ops, he designs and directs a team of creative talent to produce engaging content that makes the competition play catch-up. Juan graduated from Suffolk University. He lives in San Diego and oversees a creative team in Mexico.
Nora has more than 20 years of experience in operations, benefits, compensation and total rewards, risk management, emergency and succession planning, recruiting and hiring, sales, and employee relations. She has held Vice President and Director level positions in companies in the real estate, clean energy, law, and education sectors. She was also a partner in an executive search agency. Nora received her B.A. from the George Washington University in Washington, D.C. and holds a Senior Professional in Human Resources (SPHR) designation.
Javier is a bilingual border baby who understands the art of implementation. For Neptune Ops, he pulls together the political, creative, and strategic parts of the campaign to deliver high-impact content. Javier graduated from San Diego State University and lives in Tijuana with his military-trained dog.
Kendall Shain is a dynamic AI and marketing professional with nearly a decade of experience, gaining her expertise at HubSpot and five years at a political digital marketing firm. For Neptune, Kendall dedicates herself to ensuring the team is using the latest in marketing and AI technologies to increase productivity and output. Her background in automation, AI solutions, and e-commerce consistently delivers exceptional results. Kendall lives in San Diego with her fiancé and their black lab, her running partner.
Karis is a seasoned expert in ad tech with extensive experience in omnichannel strategies, and a particular focus on the latest programmatic tools. She excels in optimizing digital advertising campaigns using data-driven insights, with a focus on display, video, and CTV advertising. Certified in digital advertising, Karis combines technical expertise with a passion for team development and strategic growth initiatives.
Christina Capella is a digital strategist and project manager who has contributed to the success of major competitive electoral, labor, and issues-based campaigns nationwide. In addition to digital campaign work, she comes from a background of organizing on tight races, particularly in supporting BlackPAC to elect Doug Jones for US Senate in Mobile, AL in 2017, and as an organizer on CO Gov. Jared Polis’ 2018 race in Colorado’s highly conservative 3rd Congressional District. Christina lives in San Diego, California. In her free time, Christina likes reading, adding things to her cart, and enjoying San Diego's sunny beaches.
Allyson Helfer graduated from California State University, Dominguez Hills with a B.A. in Political Science and a minor in Communications. She has worked on several political campaigns across the country, focusing on digital communications and GOTV tactics. At Neptune Ops, Allyson supports a wide variety of digital services including programmatic advertising, ad production, and grassroots communications. When she's off the clock, Allyson enjoys crocheting, watching reality TV, and spending time with her cat, Gunther.
Savannah specializes in programmatic advertising and multi-channel campaign optimization across CTV, OTT, and display platforms. Based in Charlotte, North Carolina, she brings extensive experience in advanced advertising technologies and data-driven optimization strategies to Neptune Ops' digital campaigns. At Neptune Ops, Savannah manages sophisticated programmatic solutions while working closely with cross-functional teams to deliver measurable results for our clients.
Grant Cavan graduated from Chapman University with a B.S. in Business Administration, an emphasis in Marketing, and a minor in Data Analytics. Grant has extensive experience working with social media marketing campaigns, SEO strategies, data analysis, and coding with Python and SQLite. In his free time, he enjoys coaching high school lacrosse and photography.
Michael is senior political science major at The George Washington University. He is a Digital Campaigns Intern who brings experience working in various political settings to the role, including Biden/Harris ‘20 and Ossoff for Senate campaigns in Georgia, his time working in the U.S. House of Representatives and the U.S. Senate, and his time at the Institute of International Economic Policy. A native son of The Bronx, Michael is the second of three kids born to first-generation Dominican-American parents. In his free time, Michael enjoys binge-watching reality TV and political-themed shows.
Trudie is a senior political science major at San Diego State University. She has wide ranging political and legal experience, having worked in a government relations firm, legal office, and on the Scott Peters For Congress campaign. In her free time, she enjoys lifting weights and trying new coffee shops.
