Leadership Bios

Bryan Miller

Partner and Co-Founder | Northern California

Bryan Miller has served two U.S. Presidents and has over 25 twenty years of experience in campaigns and public affairs. Bryan started in politics as a fundraiser and grassroots organizer for Clinton/Gore ’96 where he was the presidential campaign’s youngest employee. He went on to form a successful Democratic fundraising group that helped congressional and local candidates win competitive races. During this time, he practiced law for a full-service law firm, where he represented numerous Fortune 500 companies in regulatory and public affairs matters.

From 2007-2008, Bryan was as a member of Obama For America’s National Fundraising Committee. He later served in the Obama Administration as Senior Counsel at the U.S. Department of Energy where he worked on climate change legislation and implementing a $90 billion-dollar clean tech stimulus package.

Bryan’s public affairs experience has included running the solar industry’s advocacy across the nation. One of the country’s leading political journalists wrote that under his leadership the industry’s “mastery of public relations and guerilla tactics is awe-inspiring.” Fortune profiled how he is “radically changing” political advocacy through technology.

Bryan is a double graduate of The George Washington University in Washington, D.C., where he received his B.A. in political science and his J.D. He lives in the Bay Area with his wife and two teen daughters.

Brian Franklin

Partner and Co-Founder | Northern California

Brian Franklin has provided digital marketing strategy, creative direction, language development, and writing services to over one hundred political campaigns, organizations, agencies, and corporations. He has worked on campaigns in: public affairs, federal elections, state elections, county elections, ballot initiatives, non-profit campaigns, and international branding campaigns.

Brian’s work has earned prestigious national political advertising awards such as: Pollie Awards for Best Overall Internet Campaign; Best Overall Campaign Use of Negative Contrast; Best Use of Facebook Advertising; Best Use of Search Engine Advertising; Best Use of Humor in an Online Ad; Best Online Ads; and numerous others. Brian has also won a Campaigns and Elections Reed Award for Best Online Targeting.

Brian was part of the senior leadership team that secured medical marijuana legalization in Florida and assisted the Drug Policy Alliance’s efforts to support marijuana legalization in California. Brian helped secure tens of millions of dollars in new funds for schools as part of a successful bond referendum in Colorado. And his work leading digital operations for the Pew Charitable Trusts helped achieve critical wildlife and landscape regulation in numerous states.

Brian is a Board Member of the American Association of Political Consultants and the author of numerous articles in Campaigns and Elections magazine as well as on political blogs.

He is a member of the International Association of Political Consultants and the Society for Consumer Psychology. He serves on the University of Florida’s Political Communications Advisory Council.

Nicole Franklin

Chief Operating Officer and Head of Media Buying

Nicole Franklin is a 17-year veteran of political media buying. She has placed over $100 million in broadcast, cable, satellite, radio, print, and outdoor advertising for progressive campaigns, ballot initiatives, and issue advocacy organizations. At Neptune, Nicole oversees media buying and project management.

Her past work includes media buying nationally and internationally for the Pew Charitable Trusts issue advocacy campaigns, and for major congressional and statewide races. In Virginia, Nicole oversaw email fundraising programs for Run Everywhere VA, one of the largest political contributors to Virginia legislative races in 2017, helping to achieve major Democratic gains in the House of Delegates. In Indiana, Nicole helped run online advertising programs for several legislative races in the 2018 election cycle.

Rene Alvarez

Vice President and Project Manager

Rene manages digital production for Neptune Ops. He brings a wealth of experience in corporate advertising and branding, including broadcast and print work for Macy’s, Verizon, and the World Wrestling Federation. For the past 15 years, he has overseen the interactive and digital efforts for dozens of corporate, political, advocacy, and non-profit campaigns.

Rene teaches at the University of Florida’s College of Journalism and Communications Masters Program. He is a member of the American Association of Political Consultants, and a member the American Advertising Federation.
